That makes sure your followers level up with you and you can teach them new spells by giving them spell tomes and telling them to learn it. You could then use Marcurio or any other of the standard followers. As for modded mage followers that are more powerful than levelled vanilla ones, I have no idea. He's definitely an incredibly powerful mage follower. I've enjoyed having him as a companion when I've played as a mage on master difficulty. I believe that followers now level up with you without the need for mods...at least they seem to be leveling fine for me, and I don't think I have any mods that change it.
