Strange flickers and texture stretching on screen

What happens is that when moving, and sometimes when standing still, I get these lines flickering across the screen. Now, I do use mods, but i'm pretty sure I've narrowed it down to it not being mod-related. It's not Z-fighting either, as often it is right in front of my character. it only happens outside, dungeon behave themselves perfectly fine, but when outdoors, these flickers occur. most often they're when I can see far, but even when staring at the ground, this flicker runs through the screen. I've hunted through Google for a solution, but not found anything. so, help please?
