I would greatly appreciate if somebody came up with a mod to allow these two to be compatible with each other. The valance uses an OE and the implant uses a base effect, but both are script effects with the exact same code. While I can't pinpoint the issue, I do have an idea that would be worth trying (and as a bonus should allow the valance to heal npc's that wear it as well). Are you available for some play testing?
