No bumpmapping on Blood?

I'm not sure if its just me but I've been watching some fallout 3 gameplay on the x360 version and I've noticed that there are bumpmapping effects on blood decals, such as on walls after they've been shot or on weapons. I do see this effect on pre-placed world blood but not on those. Would it be hardware sided? I've tried on max settings. I'm using Nvidia 8600GT 1024MB. Only thing that the bumpmap is affected by is ambient lighting this goes for baseball bats as well. Is there an Ini. or other such thing to enabled this and why its not enabled on PC version.
