Major FPS drop in the Riften Jail

So I recently bought and have started to mod Skyrim SE and I have ran into quite a small (but annoying) issue. When I enter the Riften Jail it seems my fps drops quite massively (60+ fps [i have an fps cap and Vsync enabled] down to 10-20 fps when looking in some areas, especially looking towards the cage Brand-Shei would be located from the entrance). So far I have tried disabling some mods I think might be affecting my performance, those such as SMIM, Inigo and the various other texture mods I have installed, but to no avail (and don't worry, this is just a test character, I have not created my proper character yet). But any help or suggestions would be absolutely appreciated.

 

HERE is my load order and INI files.

 

My specs are:

CPU: i5 8600k

GPU: GTX 1060 6GB

OS: Windows 10.

This was solved, turns out Relighting Skyrim was the issue, and changing my load order around did not fix the issue, guess i'll have to go without it.
