Player and npcs T-posed, player can move but npcs can not

I can't seem to figure out what is causing the npcs to become locked in place, the player can move but it also stuck in t-pose. This happened after trying to install https://www.nexusmods.com/skyrim/mods/54044 after that the character was stuck in place in T-pose this has been fixed (being able to move not being t-posed) All npcs are still stuck in t-pose and unable to move. I have been using Generate fnis for users but this has not fixed my issue. I am using the real vision enb 315b.
