You could open the console and type: player.setav heavyarmor 50 (or whatever level you want) or alternatively player.modav heavyarmor 50000 (as this will level it up as though you've used the skill, and thus your character will increase in level also). To clarify, the first command (setav) will simply set your level to the specified value, but your character won't level up from it. Thus using it will reduce your character's potential level cap.

 

Also note, that levelling your character too quickly will mean facing tougher enemies in the wider world, which they may struggle with if other skills and their equipment haven't kept up.

You might also consider a mod which will allow you freedom to customise the rate at which various skills increase naturally through gameplay. That way you can speed up or slow down whatever you like and have it be incorporated into the game and rewarded as normal. I can't find any despite looking just now but I know they're there. They didn't get the balance quite right for armour, combat, destruction and retoration I thought, so painfully slow to level I gave up worrying about them (and using them entirely in the case of magic).
