Hello,

 

This is my first time posting, so please bear with me. I've been trying to solve this issue for two days now, to no avail. I haven't yet found a similar thread, so I'm posting my own.

 

I'm running Skyrim 1.8.145.07 with SKSE 1.06.02 on Windows 7.

 

I'm playing through the Civil War questline on the side of the Imperials. I've reached the point where my quest objective is to "Regain Eastmarch". I've spoken to my Legate, burnt every rebel in the fort to a crisp; however, when I get back to my camp, and claim my reward from the Legate, I cannot proceed any further in the Reunification of Skyrim or in the Battle of Windhelm.

 

Before you ask, yes, I've read every bugfix from here to the UESP; however, when I quick travel to the windhelm stables, after walking about 5 steps towards Windhelm, I instantly complete the objective: "Get your orders from General Tullius". After that, I am given no more quest objectives, and infinite Stormcloaks spawn inside the castle. I killed over 100, realised this was a bug, and went inside. I killed Ulfric and his XO, then waited 1 hour/3 minutes. Tullius and his Legate teleport into existence, and the scene plays as normal, with Ulfric dead. When I go outside, however, there's no one listening to Tullius' speech, and then Windhelm gets stuck in one of three bugs; permanent battle, all the Stormcloak Jarls in the hold, or invisible everything (I fall through the ground into the core of the Earth and die).

 

Bugfixes that don't work or screw it up more:

 

setstage ANYTHING, completely screws up my game. Same with placemeat.

Talking to Tullius' in Solitude until all talk options have been used, then going to the Legate in Eastmarch camp with the Reunification arrow over her head.

Talking to the Legate to advence the quest (She just spams Attack Windhelm!, move it!, yada yada).

Walking manually to Windhelm (Same bug, speech not heard yet objective is complete and no more are given).

 

So I'm stuck with Reunification at "Regain Eastmarch" and Battle of Windhelm at "Get your orders from General Tullius" complete but no more objectives given.

 

Help! Aide! ヘルプ!

@zanedragonknight: you might want to check the latest skse number and grab it. Now, to your problem...it sounds pretty much like something that happened to me. In my case, it was an older version of Open Cities. It is probably fixed in the latest version, but I didn't want to go back and start the CW quest line over. And once that quest gets messed up, it's hard to fix. Are you running any mods that might interfere with that CW quest? If you do figure that out, you will still have to back up to a previous save to get the quest straightened out. I do wish you luck with it.

Thanks for your help, but I somehow managed to fix it anyway!

 

I reverted to a pre-battle of windhelm save, where my dragonborn was in the Eastmarch camp. I deactivated Open Cities (it was causing the General Tullius issue), and then quicktravelled to windhelm stables. At this point Unification of Skyrim was stuck at Regain Eastmarch, and Battle of Windhelm was at Get your orders from General Tullus. I heard the speech, and went into the 90% empty Windhelm. I straightaway got the objective Force Ulfric to surrender, then marched into his castle without any opposition (except 10 troops near the entrance of Windhelm. Got the cutscene, Tullius decapitated him, went outside, no speech, fasttravelled far far away from Windhelm, saved, shut down my PC. When I restarted, both quests are completely complete, albeit with the objectives messed up. When I enter Windhelm, everything is normal except the inside of the Palace of the Kings. where all the Stormcloak Jarls are chilling around Ulfric and his XO's corpses. I think another restart ought to fix that, but it's not much of a loss anyway. Everything else is normal for post-war Imperial victory; dialouges, guards, yada yada yada.
