Modify Spell Magnitude perk not applying until item is re-equipped

I've been attempting to create an item set with a set bonus that increases the strength of the enchantments on the armour and weapons when all pieces are equipped.

 

To do so, I gave the PC a perk with a *1.5 Modify Spell Magnitude Perk Entry Point that applies to all enchantments with a certain Magic Effect keyword when the PC is wearing enough items with another Armor keyword.

 

For the most part, this seems to work. As soon as I equip enough armour pieces the tooltips on the enchantments immediately change to their increased values. However, despite the item card updating correctly, it seems that these changes do not actually take effect on any specific item until I re-equip said item.

 

For example: one of the enchantments is a 20% Fortify One-Handed. Once all items are equipped the tooltip changes to 30%, as it should, but if I check a one handed weapon's item card, it does not actually receive a damage increase UNTIL the item with the Fortify One-Handed is unequipped and equipped again.

 

I can think of a few different ways to do this, but they do not automatically change the enchantment description to inform the player of it's current value. My question is the following: Is there a way to achieve this that changes the enchantment description AND doesn't require me to re-equip every single item?
