Cannot fix this - Forsworn/bandits have dark face/gray face/grid lines

I can't figure it out and it's infuriating. Forsworn NPCs have different colored heads with grid lines. Ctrl+F4 in the CK doesn't work. I went through everything that alters facegendata. I can't find any good answers online. What could possibly be causing this....
