Placing npcs items Etc. into the game or in a specific area

I know about npc creation but how do i place one in say Gommorah

I know about npc creation but how do i place one in say Gommorah

 

Use the Cell View Window to open the cell you want to add the object to, find the object you want in the Object Window, drag the object from the Object Window to the Render WIndow, then drag the newly placed object into the spot you want it, or double-click the newly placed object to set its 3D data manually.
