Is there any simple modding guide like STEP from Skyrim?

Addtionally is there any "good mod list" like GEMS for obivion?

That is a very tricky question since what makes a mod good is very much a matter of taste. I have used a lot of mods and can probably point you in the right directions. But first tell us what type of mods you are interested in. What about the game would you like to change or enhance?
