Loot keeps giving me the message: This plugin requires "FalloutNV.esm" to be active, but it is inactive

How to activate my FalloutNV.esm if that is possible at all. Should I just download the game again to get a fresh .esm file?

 

I'll give my load order if you want, but I'm not sure if it's relevant. Fallout.esm is the first one at nr. 0 in vortex, but it's not listed as a number in loot.

"Listed" is not the same as "active", even if you were talking about the same folder. I am not familiar with Vortex itself, but do know it is based upon the "empty Data folder" concept similarly to "mod organizer (MO)" (it's immediate predecessor), where the plugin files are in a separate folder from "Data", and a "symlink" (think: "file shortcut") is created in the "Data" folder when a plugin is set "active" in your "current player profile". If "LOOT" (which only looks at files it finds in the "Data" folder) doesn't see "FalloutNV.esm" then it is not in your "current profile" for a symlink to be copied there. So, the file may be listed in your "plugins folder" but if it isn't in your "player profile" then it won't be in the "Data" folder. (That is the simplified description. There are more than just those two folders involved, such as "Overwrites", but that is as far I dug into it.)

 

Bottom line: you need to review the documentation for Vortex some more. There are some linked under "Vortex" in the 'Mod Managers' section of the wiki "FNV General Mod Use Advice" article. If you still have problems, take this to the "Vortex Support" forum. It's not a FNV specific issue.
