Strange coloring in dark areas

I don't know if anyone can help me, Not sure if it is something on my enb setting or a graphics or texture problem, I seem to be getting a weird like blue glow on everything that light shines on in dark areas and dungeons. (see screenshot)

 

I am using Jasmin Final ENB (low performance)

HiAlgoBoost,

Realistic Lighting v3.5

Balanced realistic lighting from red_codec

settings on medium.

 

Any help on this issue would be appreciated.

OK got it down to something with the ENB settings, as it is fine once the enb files are removed, if anyone knows what setting I need to change to fix this I would be grateful.
