Increasing Actor Fade

For most of the morning, I've been trying to get NPCs to render/fade in from very long distances (500m). I created a worldspace, generated its LOD and got to work on the ini file settings. After several hours of work, I finally managed to stabilize the engine enough that it would load my worldspace with uGridsToLoad set to 15 (previously CTD'd constantly), however, actors (NPCs) do not appear to be greatly affected by the changes I've made.

 

I placed a building behind the location where the NPCs spawn, and my gun was able to hit the building from up to and over 300m...but the NPCs that are supposed to be infront of it still wouldn't fade in at that distance.

 

I've finally hit my wits end on this, and would appreciate other people's ideas and solutions on how to get this to work.

P.S. I know uGrids 15 would never work in the New Vegas worldspace, I'm merely testing out certain things.
