Question for modders about fo3 MAPPING

I was just curious about a few things that the uber-mod guys might know...

lets say you were doing a fallout 3 mod...same code and stuff...but decided to remake one of the older locales, or create a new one...(e.g. chicago...or whatever...)

I know you would have to do quests, npcs, and a bunch of other stuff, but how hard would the mapping/lighting be? Is the mapping for Fallout literally hand made, or it is mostly prefabs and some prog to randomize the majority of the landscape?

This is just for my personal curiosity...and I am aware that I know nothing about mods so I may be very wrong about some/all of my assertions above

uuum I know absolutely nothing about coding, but Beth has made a Construction Set for Morrowind and Obllivion, atm many ppl are eagerly awaiting its (hopeful) release for F3, me inclusive , lol.

Lightning in the game will probbably be an object you click/drag in the CS to its rightful place ,as for outside, no idea I think if your using an existing patch of ground it will already be there ,you know, day and night routine , you still can place additional lightning but thers not real need for it. I'v seen lights change inside of building hour to hour so I'm guessing they are no longer static ? (I dunno ,but its awesome)

From what I know about Oblivion ,its click n drag on everything. If your planning on making a whole city be aware that you might be spending allot of time on it ...

I hope I somehow helped here, I thought Mapping was texturing ... then again I really didn't had the best 3D teacher heh...
