"GetPlayerInSEWorld" question

Greetings, I have noticed the normal player race's damaged grunts and powerattack swings are labelled with GetPlayerInSEWorld as 0 (or off), but I was curious how the game still has them making sounds in both worlds? Reason I'm asking this is I'm making a custom race with Dremora voices and their dialogue is labelled with GetPlayerInSEWorld as 0 as well, but their sounds won't play in Shivering Isles.
