Fallout 3 Movement Speed Mods & Console Commands Don't Work

***EDIT***

My bad, sorry I found out I needed to switch weapons a few times for the old speed settings to clear first. This works now. Too bad it's still a global setting and affects all creatures and not just the player. We need something that does set.av speed like in Oblivion.

**********

I have testout out both using the console for setgs fmovebasespeed and fmoverunmult and also esp mods made by others to adjust these values and it has absolutely no effect on my player character. I have made several timed runs in a straight line from the same point to the same point and it works out to be the same even if I increase the speed and multiplier 10 times. I run from loading into Megaton to the bomb crater at the bottom and back. It's the same everytime nomatter what these settings are.

What it does do is change the movement speed of everything else in the game including npcs and my companions who basically warp around me now while my character continues to walk and run slowly. If I increase the numbers to ridiculous amounts like 3000, my companions start flying and yet I am still walking and running as slow as the vanilla game. If enemies chase me, they flit in and out and appear by me instantly. I am still moving at vanilla slug crawl.

What am I doing wrong or is the community simply wrong about these commands actually having any efficacy on the player character?

Hmmm.. that's not the result I got. My guy sped up quite nicely, but I had to enter & exit my house before it would start to work. In fact, a speed of 8, which is twice the default of 4, made my guy run so fast that the video card couldn't draw everything fast enough to keep up with him, so I had to cut it back to normal.

I used the command of : setgs fMoveRunMult 8

It is case-sensitive, so if you tried it all lowercase like you posted it here, then it wouldn't work.

EDIT: Sorry; I didn't notice your edit.
