skyrim SE Female arm and joint weirdness

[pigsarehairy]

I have an issue where the arms are just weird on my character both first and 3rd person. it persists even if i disable all animation mods (FNIS), skeleton mods and body mods, also verified integrity of game files through steam etc. would appreciate any and all help.
