F03Edit NEED HELP!

Hi. I'm new to modding, and need some help. I want my modded Fallout 3 to work right. Without the freezing and occasional crashes. Here I will list my current mods in load order as listed by the LOOT. The program F03Edit is supposed to fix my crashes, yet this it does not. It does nothing. What do I need to do?
