Changing "Actor" values instead creates an alternate Actor ID

I am trying to create a simple mod (for now) that will change the size of the Emma Watson follower NPC from 1.0 to .95 or something. I attempt to do this by changing the height under "Traits" in "Actor", but when I save the .esp after making any small change like that, it appears to save correctly, but will not change it in game, and when I reopen that .esp in the creation kit, instead of making the change it instead has made a duplicate Actor ID with the change I requested but the original Emma Watson character is unchanged.

 

I am trying to get back into modding after a long hiatus, and would like to update this mod I made several years ago https://www.nexusmods.com/skyrim/mods/72460?tab=files&file_id=1000191312 into the SE edition, and was just toying with a creative way to do that. Maybe one of the reasons I got out of it before was because the CK was so unintuitive to me.

It does the same thing when I try to edit a simple OUTFIT by deleting a piece of armor for it. It acts like it works in the creation kit, but when I go in-game with it or reload the .esp in the CK a second time, the original OUTFIT is unchanged (emma_outfit), and a second dummy OUTFIT has been created (emma_outfitDUPLICATE). Any ideas why this is happening in my CK?

 

(This is what was happening with my actor too, the original actor would be unchanged (actor), while a dummy actor was created (actorDUPLICATE).
