Horizon-Line and View Distance

Hi,

 

I have experienced a very annoying graphical phenomenon. When I'm in higher areas, such as High-Hrotghar, I can see a distinctive line between the northern ocean and the sky.

Is this a bug? And if not, is there a way to solve that problem?
