Anyone know why this is? --Or does anyone have experience with these mods? I want one that is going to let me explore the entire game and not break anything in the process. Any feedback is greatly appreciated. Please, if you know details about anything in either of these mods, do share. Thanks!

Some of them affect only the xp received for kills, some of them affect also lockpicking/hacking.I don't know of one that also affects the xp got for quests, which is why you still reach lvl 2 so early. For me that's not a problem, because in the long run the effects of those mods is still quite noticeable. Plus I use the 10 skill points per level mod from that XFO package (which makes INT not so ridiculously overpowered anymore), which also leads to a level up not having such a heavy effect anymore. And it also makes searching for books and skill-bobbleheads actually worthwile! I can strongly recommend that. -Zalmoxis.
