MO2 isnt managing the main game files?/ Main menu not appearing

Title says it. Im trying to start a playthrough of New California, which works fine by itself when launched through steam. When started up through MO2 with my other mods on top, the game locks up at the main menu with no mouser or menu UI appearing. I've checked for missing masters, cleaned files and checked all my mods for incompatibilities with NC, which doesnt seem to be the case. And yes I have NVSE, NVAC and NC comes with the 4gb patcher. Enabling any mod seems to cause the problem.

I then noticed that MO2 isnt managing the base game or New california, and I have no idea how tot change that. I dont know if it will fix the problem but its worth a shot. If it will help I'll post my load order when I get home from work.

Thanks in advance

I'm not a user of MO or MO2, but based upon similar related questions, it would appear the profile you are using for FNC is not setup correctly as far as the base FNV and FNC files are concerned. Both managers work from the "empty Data folder" concept, and copy symlinks to the installed plugins into the "Data" folder according to the current player profile. If plugins are not listed in a profile, then they aren't being copied over with the other plugins in that profile. Time to re-read the documentation.

I've justy looked through again and I seem to have done everything right, NC is supposed to be installed with the exe and not throught the mod manager. this has been a bit of a headscrather.

Heres my LO for those who have some ideas: https://pastebin.com/SB0yuVmw

EDIT: I've just done a clean reinstall of the game and put back in NVSE, NVAC and so on so forth. Booting up my mod profile in MO2, this time without FNC and the problem still occurs. So I am completley stumped

As I understand it, now that you have a clean re-install of the base FNV (without FNC) you are still getting hung-up "at the main menu with no mouser or menu UI appearing"? So, the LO you linked to is not actually relevant to the situation at the moment as it still is showing FNC installed? Then you are either missing a "master file", or another fundamental requirement of the game such as the older version of the DirectX DLLs.

Please see either the 'Solutions to Starting the game problems' or the 'Solutions to "Crash To Desktop" (CTD) problems' sections in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

* Be aware that one error may mask a number of other errors, which will not appear until those masking them have been resolved. Building a stable game consists of resolving each problem individually until none remain, and then realizing that every change you make thereafter (including updates to mods already installed) run the risk of introducing new problems. Be prepared to revert to a previous save if you do so.

* Did you install Steam to it's default location? If so, please see the wiki "Installing Games on Windows Vista+" article for why the original default Steam behavior of installing games to the "C:\Program Files" or "C:\Program Files(x86)" folder tree was bad (they learned better, and don't do that any more but didn't change it for older games); and why "disabling UAC and running as Administrator" is NOT sufficient, with instructions how to move it. This is the single most important thing you can do to fix and protect yourself against problems in the future. As much of a PITA as that is, it's never going to be any easier than now. System updates often cause issues with games installed to these folder trees. With the game moved out of the default location you will not need to be running it as an "Administrator Account", which is safer. Please see the 'Restoring to "Vanilla"' section of the wiki "FNV General Mod Use Advice" article as well.

Disabling "User Account Control" (UAC) only stops Windows from prompting you to grant "administrative" credentials to an application that the system says must have a "UAC elevation". Disabling UAC does not automatically then enable the permission for such applications. Instead, (for all intents and purposes) it automatically denies them. (Please read this MS article on how it works in Win10. The basics have been there since the inception of UAC with Vista.)

If you did move Steam out of the default location, then likely any access privilege problem is one of "File and Folder permissions" on the parent "root" folder under which you installed the games. If this is not set correctly to allow at least "System", "Administrators", and "Users" to have "Full Control" then you can't overwrite other files or make changes. You then (while logged in as an "Administrator Account") need to enable the "Properties | Security | Advanced | Change Permissions" setting of the parent folder to enable the box: "Replace all child object permissions with inheritable permissions from this object", so those changes get applied to the existing files and sub-folders.

FNC packages. there is an installer, but you do not need to install the files to the games folders.

What you need are the files the installer extracts.

You Do not point to the game data folder IF your intended to operate the game from MO 2.

Process as follows.

  1. Install game.
  2. Run game. "From steam" save. exit
  3. Install MO2 and point to game location.
  4. Run MO2, run game.Hard save and exit
  5. Close Mo2
  6. open Mo2 nd add a 1 time executable to the drop down menu with in MO2 "the extracted installer
  7. These files you extracted Should be sitting in an isolated folder.
  8. Mo2 will automatically create the appropriate folders for the game files.
  9. when done hit the sort button and run the game.
  10. DO NOT have NVSE ot any add on configurations yet installed in the game.
  11. NO NVSE---just raw plain game files.
  12. once the game has entered and your running FNC...now you can exit and add on any other mods in MO2 and not have big issues.

PS: I've done this over a thousand times already, and remotely for others. Verified process.

Thanks, Kitty. Posted as "Issue - Unable to install FNC with MO2" under the "Solutions to Starting the game problems" section of the wiki "Fallout NV Mod Conflict Troubleshooting" article.
