A lesser power with a cooldown

I'm looking to make a lesser power that, after activation, you need to wait two minutes before you can use it again. trying to simulate the Barbarian's Rage ability from DnD, I already have it set up so the ability is only granted to a certain new class I've made.

 

EDIT: nevermind, I figured out that if I added "drain magicka" for 120 seconds with a magnitude of 200, you'd be unable to use the ability for 2 minutes. dunno if this is because of some mods I already have installed, but, nonetheless, it works
