HDT cape physics and skirt physics are not working properly

I have a few armor mods with capes and cloaks, but when I use them the physics just go stupid. If you click the video, every other thing with physics works, its just that region of the back that is messed up. The hair, amulet, necklace, and side chain all work fine. I ran FNIS, and have installed all the required mods. I have done a fresh install of all physics stuff I have, like HDT, and the armors themselves. It also I have also tried no armor, and non physics hair.
I have done hours of research and testing and have no idea how to fix them problem, all my stuff is up to date, skyrim is installed in the normal install spot. all dlc, using vortex. I have loot, tes5edit, andsave tool.

most of the armor used in the video are used by dint999(great creator btw), but I have problems with other mod's capes and cloaks too.

Here is load order and inis, I didn't know which ones to do, so have a bunch and my computer specs.
graphics card is 1060 6gb
cpu is i5 7500k
16gb ram
tons of hard drive and ssd space

Exactly the same problem here. I don't have a fix but you can delete the xml file for the hdt physics to turn them off if you want. That won't solve the problem but at least you won't have a very messed up armour.

 

Would love for a fix if anyone knows why this problem is happening.
