Skyrim SE won't let me create a new game with fresh install of game and mods

Hi people. I wiped my D drive, where I kept all my games, and started all over.

Installed SSE, Installed Vortex, Loot, xEdit, SKSE for SSE. I started SSE alone by itself before trying to install mods or using SKSE. The game launched fine.

Now I installed my mods, I have made sure they are all updated. I updated my GPU to the latest drivers.

I used xedit and loot to organize the load order, I launch my game with the SKSE, and it launches just fine, but when I choose to start new game, all I get is this window.

Is this kind of issue typically caused by mod order, or something else?
