Time Sensitive events/mods

Mulling over how to activate a mod such as one of the expanded town mods after an event such as the stormcloak/imperial war or attack, Winterrun is the only such event I have seen in vanilla ,so we know it can be done, but so far every mod I have looked into is either there or it is not. I could manual install post events but this breaks imersion, addinga a 'Builders' Guild' mod that would allow event mods to be scheduled or activated by a conversation with an ncp or quest would effectivy be more dlc, do any modders know if this is just a pipedream or could it be done? (The Automatic Variants mod seems to build the various textures lists , could a Builders Guild mod do the same but queue mods?) just asking...for giggles and stuff. :)
