How do i make HTD Physics Work?

I've been having trouble with a few things related to HDT Physics, and can't seem to get them to work.

 

My main problems are with Illustrious HDT cloaks, and any other mod that utilizes HDT physics.

 

I've installed HDT physics extensions, illustrious HDT cloaks, a fix, and i can't get it to work despite everything I've tried so far.

 

I can't get it to work for any other armor mod, or any mod related to HDT physics.
