NPC starting points

I'm trying to add a new NPC to an area that doesn't have one by default (the megaton player house).

 

I've created a new NPC using FO3EDIT copy-new on an existing NPC. I made visual changes to the NPC so I can distinguish between the original and the copy. I removed the scripts and adjusted the AI package to use the AI packages employed by Wadsworth.

 

I've added a ACHR record to Cell 9, sub 9, persistent subsection (megaton player house).

 

When I enter the game, the NPC isn't in the house. When I use player.moveto <ID>, I am transported to the original location of the NPC used as a template and I see my new NPC walk out the door on the way to the player house.

 

So there must be a record of point of creation in the NPC or ACHR records, but I can't find anything that looks right. Anyone have any suggestions?
