LE level mod

I wonder if it's possible to make a mod that allows you to choose if you want to apply your level.

As in increased stamina, magicka and health.

I tend to rack up on a crap load of skill points and levels without actually applying them.

And if I go to the skill section I'm forced to do so.

So yeah could it be possible to get a dialogue option asking if I want to apply a level or just view the skill tree?

 

I think I currently have about 10 levels waiting for me.
