I speak to Delvin, who tells me about the special job in Windhelm, and to get over there and see what's up. I get nothing after that. The quest never loads, and never appears in my journal. I've read about a conflict with Uttering Hills, but I haven't done that quest yet. I've not even found Uttering Hills yet. I've tried to use console commands to start the quest, but I am an utter novice at using them. It's actually been my first attempt to use them. Any helpful suggestions would be much appreciated...
