Is there a mod for restart skyrim with the same pg/level?

As the title, i was wandering if there is a mod for begin again skyrim with an old pg with all its characteristics.

I'd double this request.

Possibly so you could spend certain amount of points for leveling at the start.

Similarly how "Requiem" works, it gives you three perk points at the start of the game to spend on "choosing class"

 

In my opinion Skyrim starts to feel like proper RPG at level 15-20, where enemies start to be actually worth the time, you have some HP, Magicka and stamina. (So it's not like 1-2 spells/melee hits and you're out of stamina/magicka)

 

It might sound weird, but you'll notice it after a while.

I could just spam couple of oghma infiniums at the beginning of the game, but it wouldn't be the same.
