Is something like this possible?

I had planned on playing Skyrim in 3D which unfortunetly takes a lot of processing power. Out and about my system has 0 trouble pulling 60FPS, but in certain areas of cities the FPS takes a massive hit, down to as little as 20FPS. So I was wondering if/how its possible to create some kind of script that either turns down the draw distances or graphical quality in big cities, or maybe executes the 'teofis' command in certain areas.

 

Possible?
