oldthrashbar
So I edit the defaultgamecore.ini with meddler and save it. Nothing happens. I even deleted the defaultgamecore.ini just to see what would happen, the game still runs without it. I have Warspace installed. I dunno if that has anything to do with my problem. Is there a different defaultgamecore.ini that warspace uses?
FMod
The correct defaultgamecore.ini is in the exe. You need http://forums.nexusmods.com/index.php?/topic/804882-modpatcher/page__st__160 - modpatcher - to patch it in. Or use reshacker. And you'll break Warspace if you try doing it with the normal file, since it's the primary file that mod changes. You must edit the file that came with Warspace, it should be .mod in binaries\win32 subfolder.
BlackAlpha
As far as I know, Meddler only modifies the ini file but it doesn't install it. You'll need to use the Modpatcher or a similar tool to apply the INI changes into the EXE file. You'll then need to run XSHAPE to get the modified UPK files to work. So those are the two steps you need to perform. If you just want to mod Warspace, you can download the installer source (see the mod download page), edit the normal or hardcore version ini file, then compile the setup program and install it. Please see the ReadMe file before asking questions about it. Edited December 14, 2012 by BlackAlpha
