modding+steam=?

most of the mods ask me to edit fallout3.ini

i got this through steam, and i can't find this file

is this a major problem?

If you are in Vista, it's the fallout.ini-file located in C:\Users\[LOGON NAME]\Documents\My Games\Fallout3

I am not sure if it's the same in XP ;)
