I am having low download speeds with Vortes it doesn't even go above 128kb/s

Like I said in the title of this topic I have been getting really really slow download speeds and I don't know what to do because I wanted to mod Fallout 4 but I have spent most of today just trying to download the mods since it is downloading at about 40kb/s I know that non premium speed is 1MB/s which I would be fine with if it actually downloaded at that speed.
