Fallout: New Vegas Mods not installing or enabling

So I decided to start a FNV playthrough with a bunch of new mods, and decided that getting rid of the old mods list and replacing them all was how I should start. After many a headache, I finally reinstalled Vortex and changed my mod staging and mod directory folders, but mods I download still won't enable or show up as plugins in Vortex. I have no idea what's going wrong or how to fix it. I think it involves the mod staging folders, but I'm not sure. I have very low knowledge of how any of this works, so some help would be greatly appreciated.
