It would be nice if the designers had a broader array of mobs for any given level increment (1-4, 5-9, etc.) so that you do have a more varied experience crossing the Wasteland at any given point. Design-wise, though, since the game is "open-ended" and you can go anywhere you want at any time, it was kind of necessary to do enemy level scaling - with the addition of places where the mobs are always going to be +1-4 levels higher (until you reach level 20) so that you still had the experience and option of saying "This is too tough of a fight! I'll come back later when I have better skills/weapons/armor!" Overall, I like the way they have handled this - with the exception being the lack of variety as noted above!
