Hello everybody! (sorry for my english)
I have same problem for F3 and New Vegas. Many objects appear in when i close to them. (actors, buildings, trees, objects, etc) problem appears when game clean from mods, with its same.
Tried all tweaks, slutter removers, anti crashes.(so pls do not recomend me change ugrids or try f3/fnw configurator or TO LOOK IN LAUNCHER OPTIONS, all distance draw is maxed) Found many people complain with same problem, but i cant find how to solve it!

If I am understanding your problem correctly, you are having "objects pop-in" when you approach them in the mid to fore-ground of the scene, but they do not appear in the distant back-ground. What is your hardware? Not everything can be fixed in software.

Given you have tried changing ugrids and other INI tweaks (maxing out distance draw could make the problem worse BTW), this sounds like either you do not have enough video RAM to render more than "close in" (mid to fore-ground) objects, or you have installed VWD/LOD textures but failed to rebuild the "quads" of the background. If you add (or remove) any VWD/LOD textures (such as NMC, Vurt's WFO, or Ojo Bueno), please see the 'Checklist Item #15 & 16' entries in the wiki "Fallout NV Mod Conflict Troubleshooting" guide regarding the need to run both TES4LL and FNVLODGen; or xLODGen - Terrain LOD beta for FNV, FO3, FO4, FO4VR, TES5, SSE, TES5VR, ENDERAL. Also recommend you read the 'LOD/VWD Texture Packs' section of the wiki "FNV General Mod Use Advice" article first.

That image is showing mid-ground "pop-in". Again, refer to the 'LOD/VWD Texture Packs' section of the wiki "FNV General Mod Use Advice" article. When people tell me something is "without mods", they often mean "with my usual mods disabled". That is not enough. Especially with VWD/LOD, those files are not "disabled" just because a mod is. They have to be rebuilt each time the related VWD/LOD mods are added or removed, because they are constructed from what is in adjacent background cells. They are overwritten and have to be replaced.

To get a "true vanilla" experience you would have to re-install FNV after moving or renaming the current game folder. And "pure vanilla" has it's own bugs. Just not (that I am aware of) any related to this particular problem with vanilla backgrounds.

[Edit:] I see in the email copy of your initial response that you have an "Nvidia geforce gt430 (1gb)". (Hardware details are always important to know.) While that is twice the minimum VRAM of the suggested minimum requirement NVIDIA GeForce 6600 GT, the bus of your card is 64 bit, while the 6600 has a "bus width" of 256-bit, 128-bit. (Both are considered "entry level" video cards.) I'm not enough of a hardware guy to know if those are "apples vs oranges" values, but they suggest to me your video card may be on the "weak" side. In which instance I would say that "pop-in" is a likely result of hardware limitations. Background detail is usually sacrificed. Often adjusting the "fog" distance in INI settings is used to mask "pop-in".

I'm not "fooling you". I can only work from specs I find online regarding the make and model of your video card, but different hardware vendors may produce a product labelled the same with different actual technical specs in certain respects. Which is why we try to get the details from the player themselves. It is also important to pay attention to the "bits" (lower case "b") versus "Bytes" (upper case "B") when quoting specs. A "Byte" is 8 "bits". "Apples versus oranges." A 128-bit memory interface is certainly better than a 64-bit one, but only half as good as a 256-bit one. It takes two clock cycles to move 256-bits across a 128-bit interface. Specs may help explain why, but performance is what it is, regardless of specs.

As for the "fog" settings, take a look at this page from the "Fallout: New Vegas Tweak Guide". (The original site has gone off-line.)

And "yes", it is indeed headache inducing when you have to dig into technical details for the first time.
