Reason:
Knowingly uploading a mod/file by another author without providing the original author’s permission for use and redistribution and the original author’s sub licence that allows the uploader to give further permission for use and modification of the original author’s assets in the file.

The original file the uploader used and redistributed is ramccoid’s WEBS SE lighting mod patch, an optional file for use with ramccoid’s WEBS SE.

Uploader’s mod description (excerpt).

“... I created this little mod that makes the spider webs about 60% more transparent. Now I know that the spiders that make these webs are quite huge so the webs should be huge too, but I just found them to be distracting when I was wandering around in a cave or dungeon. …

I highly suggest using the textures mod, WEBS S.E. by ramccoid. I hope the mod author doesn't mind me mentioning it. Just make sure that my tweak is installed after any mod that changes the textures. ...”
