Loading cell lag and huge fps drop when looking at rorikstead for example

Hello

I have loot, bethini, i use mo2 and my load order on the left and right panel is the same, i have cleaned my mods and merged patches for legacy of the dragonborn, quasipc and immersive college of winterhold.

I have enabled vsync through nvidia control panel

 

So i have 2 major problems:

1. Extreme cell loading lag

For example when at whiterun hold i go forward and as i proceed to run the grass won't load and i have bare ground and the grass loads after like 15seconds

Also I experience sound delay, for example when I run I no longer hear my characters footsteps and the sound catches up after few seconds or when I use fire spell the game will freeze for like 2 seconds

Moreover when i go to whiterun the outskirts won't load including the buildings so i have to wait in order for them to load

And as i go around and around i experience stutter when starting a fight, when the cell loads etc

 

2. Low fps- I deleted enb, I deleted weather mod and as I proceeded to disable elfx, smim, noble 2k, realistic water two, etc it didn't change anything. When looking at rorikstead 35fps, whiterun the same 30fps,

in cities 30 fps

 

Only when i disabled all esps (only had alternate start), but had all the other texture mods and sfo and bigger trees on, i had around 50fps, so I think it has something to do with the plugins maybe, or the amount of scripts i possess or sth specific. But i dont have any taxing rorikstead overhaul like jk, I think i have rorikstead from great cities, the funny thing is one time i had around 50fps when looking at rorikstead i think after I installed sse engine fixes but after I loaded the game again It did not work anymore and it came back to 30fps

 

But the thing is i installed sse fixes and sse engine fixes, I don't think it changed anything, maybe I did something wrong

 

 

I have a lot of mods, but the issue is not with the textures, but with some plugin or the amount of them I think or some mod is really fps consuming or prone to lagging and i dont realize that

I have gtx 1070, ryzen 5 2600, 8gb ram 3200mhz(maybe it has to do sth with ram cause it gets around 90%) and installed special edition on ssd

 

my load order( i realize it can be long, but do not be afraid to face the struggles of helping a lost soul that will really appreciate your help)

Those are my plugins, I would really appreciate if someone helped me with the stutter and cell loading lag, cause it infuriates me the most. When i disabled all the plugins it was all nice and 50fps

The low fps sucks, but its not my main concern, but i would be thankful if someone said what could cause such low fps

I have a lot of textures and meshes- majestic mountains, smim,elfx, big texture overhauls, noble performance version, some 3d mods etc, but as i said when I disbaled the plugins all those textures did not cause me problems

I dont know what to do, i tried many things, but maybe its becase i installed sse engine fixes wrong somehow ot its some specific mod or too much mods maybe, but i think my rig and sse on ssd would be enough for that, the whiterun hold is bare why do i have stutters, its not falkreath or some taxing solitude. i dont have enb, even when i have rudy enb it doesnt change anything, the fps is the same. Overall 244 plugins active.
