Awful download speeds since the beginning

Never seen download speeds go above 200 KB/s, most of the time they stay below 100 KB/s, often staying at below 50 KB/s, regardless of time of day, quality of the wi-fi signal, browser and whether or not they're being downloaded through the browser, NMM or Vortex. Currently trying to download 2 Skyrim mods simultaneously and they both have been below 50 KB/s for hours. I'm not premium and I'm using uBlock, so speeds should be capped at 1 MB/s. My internet obviously has download speeds higher than that. Turning off the Ad blocker doesn't help.
