5x Faster Waiting Mod Trouble

Ok started off with this mod had a few issues along the way in my mods so I started fresh once i got all that I wanted for the game. Now this mod is not working right the game wait time is still the same I've turned all my mods off individually and the ones that required more to be off at the same time to see what would happen an wait time is still slow what mods would effect 5x to cause it to not work cause so far FOEdit says it's all in working condition FOMM has not complained about my load orders an I've master patched and im Invalidated but 5x is just not complying. Any input would be awesome I'll try anything at this point as I've got all the mods I desire but this one just won't comply. I have installed:
