Best program to change NPC face?

If you have the money, FaceGen is good for moddeling faces. FaceGen is free, to get the customizer is around 200 USD. There are mods that add the Skyrim facial parts into FaceGen, they also tell you how to add them to the Creation Kit. You can also edit the faces, via the Creation Kit, find the NPC, go to I think face morph in the NPC's window.

Ok, i make my first Npc Follower with the Creation Kit, amazing...

Youtube tutorial...

I tried to do like Olivia Dunham "Fringe" with a photo by side,

but was not even similar.

Another thing " neck problem + head color texture to dark compare with the body.

That's normally due to the face you're using not matching with the body you're using and the darker issue is likely an old face tint being used.

 

For the darker face issue...load the NPC in the CK then select them (highlight in blue) and hit CTRL-F4...this will export the face gen data.

For the neck...if it's a gap you can adjust the body weight till it's gone. If it's a seam you need to use a face mod that's compatible with the body mod you're using otherwise you need to load the face/body as layers in a photo editing tool and smooth them out by hand.

Thats ture CTRL+F4 in the ck will fix the dark face issue.

Thanks this solved

However, I loved the part of having npc-faced celebrities.

I experienced the FaceGen and I was amazed at the potential of the program,

so that the head is not equal to skyrim, I experienced the FaceGen Customizer

and it seemed a bit difficult to understand and have not found tutorial for this.
