[Mod Request] Third Fleet Master

I've seen some clothing mods but would someone please make a face so we can look like the 3rd Fleet Master? You know, the elf chick in the kimono of the upside-down balloon ship. Or if it's possible to make an exact copy using the character creation, share the formula? Thanks
