It is called the pilgrims shelves. In the cities and in the mountains where some Houses for the new group of pilgrims which travel arround cyrodill and pray to the 9. But most of them are homeless and so the Empire (bevore he died, decided to built some Homes called "the Pilgrims Shelves". You can get in the Pilgrims Shelves new weapons and new armour. It is a really Guild because there are guards who protect the pilgrim of the bandits on the roads.
