Optimizing Exterior Cells

So, my question is, are there ways to optimize exterior cells? For interior cells, we have easy-to-control line of sight, rooms and portals, etc. But what about exterior cells? In my current mod I have very heavily cluttered exterior cells and I'm finally beginning to encounter some performance and loading issues. Beyond optimizing lighting and such, is there anything else to do, such as an exterior form of rooms, etc? There must be something. :facepalm:

I don't generally like to bump, but since this fell down during the night mostly, I feel it's fair enough. Surely someone must know something about how to better optimize cluttered exterior cells, or perhaps at least has an idea for a Papyrus script that could help in some way.. or something.. :confused:
