Proper Analogue Movement

So I've been playing Oblivion, like a lot of people, for over 10 years. I'm working through Morrowind for the first time atm, and I a huge fan of Fallout 3/NV/4, Skyrim, and of course, Oblivion, but I started all those games (except Morrowind) on console, and played them primarily on Xbox 360. I now own a fairly decent PC, and have no fear of replaying these games with all the graphical, gameplay altering, or even silly mods I want. That being said, I've always run into a problem with trying to play Oblivion.

Background aside, I was wondering what possibility there is of analogue movement, or more specifically, using a full 360 degree range of movement while playing (or at least more than 8 directions). I don't mind emulating keyboard buttons or camera, but Oblivion just feels terrible with only 8 directions, it feels like a poorly oiled machine to move, even when emulating through a separate program.

Oblivion feels great to move on console, and I always loved moving around in a game where my character's movement stats were high, but on PC, it's just awful, I know it was just kind of an afterthought when implemented, but if the console version has great analogue movement, couldn't the PC version somehow take the same code, and apply it? If not, as I'm sure pulling up Xbox 360 or PS3 files would be tough to do, not to mention apply to a different port, then what about Fallout 3/NV/4/Skyrim? I know Skyrim and Fallout 4 use the creation engine, an adapted form of the Gamebryo engine, but Fallout 3 and New Vegas share Oblivion's engine, and both run on PC with great analogue, couldn't that somehow be adapted and applied to Oblivion?

I'm not asking someone perfectly recreate the console ports' controller functionality, I'm just wondering if there's somehow a way to make the left analogue stick function properly, instead of making you move like a clunky machine that almost always refuses to let you move forward without moving diagonally unless you perfectly hold the stick 100% forward at all times.

If full functionality isn't possible, then what about some way to move in more than 8 directions, like some way to apply 'W' at 75% and 'D' at 25%, so you can move between 90 and 45 degrees.

I'm not very educated in modding, let alone implementing what I'm sure would be a massive change to Oblivion as a whole, but on paper it does make sense to me to use Fallout 3 or New Vegas as a base. I know people do want this, do a quick search on how to get controller functionality, and specifically I just read an article on Nexus talking about how awful the controller support is. It would not only be appreciated by me, I'm sure

If what I just said is actually ignorant, please educate me. I wouldn;t be surprised to hear that Fallout and Oblivion run entirely differently, despite the loads of similarities on a technical level, but I don't know it for certain based on what I know myself.
