tamaneko
I've been looking into it too, and I think there might be an easier, and more importantly legal way to mod the game without resorting to doing something illegal like modding your console as well with piracy. The new XNE update allows you to copy the entire game onto the hard drive, only using the disk during startup to verify that you own the game. I already ordered this item here that lets you access the files from the hard drive. If those BSA files are already on the hard drive upon installation, then the 360 version should be able to use PC mods as well. I should get the hard drive reader by the end of the week. Circuitous
^ Hopefully you've got a way to tell the game which ESPs to load, 'cuz otherwise regular mods aren't going to work. Just putting the files in the right place won't be enough.

You'd need to spend a couples years of research on those files to find out how they are signed, as I doubt that they are CON files. Even then, you'd have to modify your console just for the sake of research. As of this day, my method of ripping the disc image, extracting it, modifying it, repacking it and reburning it is the simplest and easiest. Once I have a list of mods to "Install", I will proceed to modify the game and burn it for testing purposes. Also, modding your console is not illegal at all... It's just against the ToS for Xbox LIVE.
Jared2500
He speaks the truth. Burning games is legal also, as long as if you own a copy already (lol).

People always forget that backups of things you own are 100% legal.

Well, actually.. if you could open, modify, and then re-pack the BSAs... and open, modify, and repack Fallout3.esm... You could have a modded XBox 360 version of the game. It would just be a big pain in the ass. That would work. Also consider that you can rip the ISO of a XBox360 game, then change anything you want inside the ISO before reburning it. A general rule of thumb is that if a console game can be warezed, it can be modded. The big problem is modding the console to accept a burned game, really. You really have to try to mess up flashing the firmware of the drive. It seems like the only mods I can do are reskinning everything and the nude mod, as most of the "Good" mods are .esp files. That will just complicate things and I don't feel like burning myself another coaster.
TehProfileth
Also one of the reason not to do this is the possibility of breaking the xbox (or what ever console) and because it is not a computer that can have replaceable parts you either have to lie about how it broke (best option) or buy a whole new (insert console name here). Anyone who has modded their Xbox has already fully accepted this risk. It's pretty much irrelevant.

Most people with modded Xbox 360s have a spare or two lying around just for parts and are fully capable of repairing an Xbox 360 console.
